OK - I now have a 300W power supply and there is not much change. 
(Well, now my irman works again and thats a good thing ;) but no change
to the dvb behaviour).

Now, the errors I am getting could well be due to a mis-aligned dish. 
It is worth noting that my stand alone receiver is also having problems
since I plugged my budget card into its loop-back port.  I think that is
just a coincidence.  I was away when my card arrived and set it up as
soon as I could - it could be that my stand alone receiver/dish were in
fact not working well since some time when I was away.  We did have some
storms while I was away.

On the fault where without the receiver powered up I get no signal: 
Could it be that my budget card simply cannot power my LNB?  This is a
c-band LNB and so perhaps it has a high draw?
