What kernel version you suggest the RPM should be compiled against?

2.4.18-14
2.4.18-17.8.0
2.4.18-24.8.0
2.4.18-26.8.0 (I had problems with kernel-source of this particular version)

or something else?

How you think /etc/modules.conf should be updated? I have hauppauge nova-t
so I'd like to have only those modules configured that are relevant to
this particular DVB card, but others...

I think, at the current state, creating RPM is too big of a task
you should ask anyone else to do. Maybe you like to do one ?
