transmit correct network information tables, they seem to be wrong...

No the data is correct, the other_frequency_flag in the NIT is set, that means that the frequency_list_descriptor has to be used as well. So the scan program has to check whether the current frequency is the same as the frequency given in the NIT. If not it has to check the frequencies given in the frequency_list_descriptor.

See also my earlier mail with a dump of the NIT for Reigate (where you have the same problems as in Sudbury).
ahh, yes - you are right. Would you like to provide a patch for scan.c?
