FEC_2_3 is the High-Priority stream FEC rate. When Hierarchy is not used,
the Low-Priority FEC rate field is set to all zeros, which incidentally is
identical with FEC rate 1/2.

That's no bug. If it says "HIERARCHY_NONE", the second FEC rate has no
meaning.
