If hierarchical channel coding is used (hierarchy != HIERARCHY_NONE),
then there are two distinct code rates ("FEC"). With HIERARCHY_NONE,
the second one is ignored.

Anyway, scan just reports the contents of the terrestrial-delivery-system
descriptor. See ETSI EN 300 468 and EN 300 744 at http://www.etsi.org/.
