The only other thing to try (apart from a new full featured card), is one of
the scan convertor jobs.  "Some" people report very good quality using them,
others not.  However, a reasonable proportion of people rate even the cheap
ones as being better than the TV output from your graphics card...  However,
the quality will be unlikely to be as good as getting a full featured DVB
card, so that sounds like the route to go down...
