Can you also try this on your systems (I guess you are
referring to kernel 2.6) that can reproduce usage count 
problem:

load dvb-ttpci for your dvb-s (to load the firmware), 
unload it and load the budget-patch module. If your
card other than v1.3, add your card's PCI id at the 
budget-patch so it will recongnize it.

Szap should work normally on such budget-patch module and
it should be able lock to some signal even if you don't have 
budget patch hardware.

Is module usage count for budget-patch correct in such case ?
