From DVB changelog:

        * driver/frontends/alps_bsrv2.c: slow-down register writes to avoid
        tuning problems caused by the speed-up the saa7146 I2C bus

I think this has to be done in dvb-kernel, too.
Sorry, I don't have a 1.3 card, otherwise I would fix it.
