[linux-dvb] DVB Cards and US Testing

I need to get a DVB card (ideally, one -s, one -C and one -T) for 
use in Europe, but the initial development of the software will 
happen in the US (as part of a larger project).  Can anyone 
recommend:

1.  A card that has stable drivers for linux,
2.  A card that is possible to use in the US as well,
3.  The card should allow access to the MPEG transport streams.

It need not be low cost - this is for a commercial project (proof 
of concept).
