My DPANDA DVB-T card (very similar hardware to your Nova-T) works fine,
I don't even have Windows on the PC I'm using it in.

The driver will try to load the firmware on the card when you attempt
tuning, if it hasn't been loaded already. Perhaps the Windows step is
just loading the firmware for you. Check dmesg and syslog to see if
there are any messages from the diver about being unable to load the
firmware from file.
