A colleague of mine is working with one of those PVR cards.
It HAS an mpeg encoder, so it should be possible to record even with a P-200
or so, if the harddisk is quick enough. 

But be aware: There's no Linux-Driver which can make use of this encoder. The
only avaliable driver makes the card visible as a BTTV card, and to record 
SVCD Quality movies then, you should have *at least* 900 MHz or more. The
Driver is in PRE-ALPHA stage and only initializes the card to use it as a bttv
and routes audio to /dev/dsp.

But if I recall right, the PVR is not much cheaper than a good DVB. The 
Free-TV Channels are broadcasted via DVB as well, and you don't have to 
pay for them! Only thing you have to pay for is a dish, and you don't need
that one if you buy a DVB-C card.

And in about 8-9 years I guess (latest heisenews said something about that)
analog TV will be switched off completely.

Can't say much about de-coding with that speed, though, although this can
be accomplished with the DVB-card (if it's a full featured one), so:

You even save money, because with the PVR you need another decoder card OR
a faster hardware ;)
