   dv_: is it possible to set new streaming parameters in mem2mem encoders - most notably the framerate - by calling VIDIOC_S_PARM even after the stream was enabled?

   ndufresne: this is currently not defined in the spec, but I think drivers should allow this

   <br> in my case, stateless encoders, the framerate is never used by the HW itself, this information is only relevant when producing the SEI/VUI and in the bitrate control algorithm

   gnurou: hverkuil mchehab: I see that the MT8183 is in -next (https://git.linuxtv.org/media_stage.git/commit/?id=abd023f55c73ae11913445d0369eaadd1127fe53 and patches below) but not in the main media tree, is there something that still prevents it from being merged?
