[linux-dvb] GOP to I-frame converter?

Does anybody know of a (freely available) algorithm to convert
an MPEG2 Group Of Pictures (GOP) which usually consists of an
I-frame followed by several P- and B-frames into a GOP that
consists only of I-frames?

Background: I am currently implementing an editing function into VDR
and the solution I have so far can only cut at I-frame borders (i.e.
about every half second). If there is a way to convert all frames of 
a GOP into I-frames I believe it should be possible to implement a
frame besed editing function.
