Well - my Nova-T budget works fine with 0, - and + offsets.  I'd expect
that your card has the same tuner and demodulator.

Looking at what you can and can't get, perhaps your antenna is just the
wrong band to receive all these frequencies.  You aren't getting the
higher channels.
