[linux-dvb] Frontend status bits

Hi everybody,

since it's sometimes possible that the frontend crashs apruptly I 
changed the dvb_frontend.c in a way that the tuner module gets 
reinitialized when too many FE_TIMEDOUT events occured.

A FE_REINIT event is passed to the application which should now resubmit 
the DiSEqC command sequence.

DVB/doc/HOWTO-use-the-frontend-api is updated and describes this behaviour.
