dvbtune isn't on linuxtv.org, but on SourceForge, so try:

cvs -d:pserver:anonymous@cvs.dvbtools.sourceforge.net:/cvsroot/dvbtools 
login

cvs -z3 
-d:pserver:anonymous@cvs.dvbtools.sourceforge.net:/cvsroot/dvbtools co 
modulename
