[linux-dvb] dvb-kernel stv0299 fixed for budgets including satelco

HI Holger and all

Finally I fixed my stv0299 on satelco.
It can be reloaded many times, not just
first time after reboot.

The problem was that it was not properly
power cycled so it hanged. Allowing 
enough delay between power off and power
on was the solution.

There was also some dmainit leftovers of dvb-s
drivers in budget and I removed them.

Basically here are 2 patches, one for cleaning
dmainit leftovers, other for frontent power but
because they are close in the code they
cannot be separated.

I attach each patch individual, and
joint patch dmafe.patch.gz what I recommend
to be applied.
