That's my suspicion: we have a "multiple problem" here. Nevertheless,
we have a problem (some problems?) that manifest itselves on different
budget cards.

I'm afraid I don't get your logic: "If it were in an upper layer..."
And what if if the upper layer is doing wrong things?
