It seems to me that the number of small files for initial tuning data
grows steadily to probably quite high numbers.  

How about putting all tuning files together country-wise (at least for
DVB-T, perhaps for DVB-C)?  I guess that having extra lines on the
file does not actually matter, it just takes a little longer to scan.
It might simplify the user's task, however, by not needing to check
what is the name of the transmitter location...
