Hey, sound like a problem with the toggle flag in lirc.
Maybe your learn routine had failed (did you really pressed the SAME key
at the end of the teaching procedure?)
If you use a RC5 control, then a
 toggle_bit      2
in lircd.conf should solve your problem, otherwies, teach it again :-)
