Do you really think it is a good idea to spin up and down the disks so
often?

My expierence with disks drives in many systems for nearly 20 years now
is that you get the longest lifetime on systems that run the disks
continuosly.

And stopping todays disks does not save much power. 

If you really want to do this I would propose to have some idle time
after a timer finishes before stopping a disk to avoid to many start and
stops.
