You can put some things together to achieve this.
With a MPEG player (and strong CPU) you can play the recorded videos,
and with the recently posted html-vdr-admin you can control vdr with
a browser. But you need a soundcard, a monitor (or use TVout of the VGA )
need to switch between the 2 TVout's (DVB and VGA) need a mouse
to control the player in X .. and so on and so on

Its not a compact solution - vdr only runs on and with the DVB
card.
