Max said he has a camera with DV output. There is a program called dvgrab 
(http://www.schirmacher.de/arne/dvgrab/index_e.html) which can read DV 
signals via firewire and store it in a file. Perhaps it can already write to 
stdout.

Then you have to write a ring buffer program for the delay. 

And there is also a program kino 
(http://www.schirmacher.de/arne/kino/index_e.html), which is possible to send 
DV streams via firewire to a DV camcorder.

By using two DV camcorders you can expect a good quality.

But again, this is very off topic here.
