You could try the driver version from 2001-09-21, available at

  ftp://ftp.cadsoft.de/pub/people/kls/vdr/siemens_dvb-0.9-20010921.tgz

I believe DVB-C support was broken pretty seriously after that - and hasn't
been repaired ever since...
