I don't know the details of genindex.c, but I would assume that it
just reads the MPEG file and writes an index file, not modifying
the MPEG data in any way.

Do you get any sound from your tv set?

Maybe the DD data is not packed the way VDR expects it to be.
You might want to try my xlist.c tool to take a look into the
data and see whether there are "dolby" packets that VDR would recognize.
