On Page 2 it says "MPEG2 Dekodierung nach ISO13818-1".
So at least it mentions the MPEG decoder and it does not say it is
done in software.

Also on Page 2 it says "Mit optionalem Common Interface Module (Pay-TV)".
IIRC, the budget board has no CI connector.
