I don't know if this has been suggested or tried before (I expect it has), 
but does a "power cycle" of the DVB card do anything?

i.e. using the FE_SET_POWER_STATE ioctl on /dev/ost/frontend with 
FE_POWER_OFF followed by FE_POWER_ON.

I don't have a CAM, so I can't test it.  

Just a very hopeful suggestion.
