Maybe the most simple way is this (shell script).

STARTTIME=`cat mail.txt|grep "starttime"|cut -c 12-15`
...

svdrpsend.pl ...$STARTTIME...

To find the right text positions, you can test around with
"cat mail.txt|grep "starttime"|cut -c 12-15" on the command line first.
