No it isn't.

Why must a user know about configure, make, gcc, ld and other things 
when he
only want to manage VDR from remote?

vdradmin's integrated Webserver is not a replacement for Apache in any 
way.

Everyone who is willing to use Apache and vdradmin on only one port can
use your mod_proxy solution.
