It's not that difficult. I did the following:

  cd /usr/local
  tar -xzf /cdrom/siemens_dvb-0.9.4-2002-04-01.tgz    (BTW: Why /cdrom ?)
  mv siemens_dvb-0.9.4-2002-04-01 DVB
  cd DVB/driver
  make

That's it. But this is just the beginning...
