it's funny but i had the same problem, and the solution was to switch
off "plug'n'Play-OS" in the bios!

Betreff: [vdr] can't switch channels (DVB-C)
I can navigate in the OSD but channel-switching doesn't work - screen is
always black.
I'm using a Siemens DVB-C card with the channels.conf for cable.
the vdr-messages from /var/log/messages :
linux vdr[5733]: switching to channel 2
linux vdr[5733]: ERROR: channel 2 not sync'ed on DVB card 1! linux
vdr[5733]: panic level: 0 linux vdr[5733]: retrying linux vdr[5733]:
ERROR: timeout while tuning
