Here the output of what you suggested: 

ps -ef | grep lirc
root     15668     1  0 16:29 ?        00:00:00 lircd -p 666

And if  I'm not wrong, irw shouldn't do anything without running lircd. 
Here the output of the lircd logging, if I start irw :

Sep 24 17:48:30 ernie lircd-0.6.5[17148]: lircd(any) ready  <== start of lircd
Sep 24 17:49:36 ernie lircd-0.6.5[17148]: accepted new client on /tmp/.lircd
Sep 24 17:49:37 ernie lircd-0.6.5[17148]: removed client

There aren't any messages when I start vdr ...
