As your switch can handle diseqc, you should remove the tone/voltage
commands for faster switching.

You have to try the wait-time Wnnn. Values below 5 were to fast for
syncronizing at my setup and every higher value slows down switching.
Eventually you have to exchange the F-values between the satelites. In this
configuration Astra is the first LNB (F0 - F3) and Hotbird the second
(F4-F7).
