Sometimes the answer's just staring you in the face ;)
If you're using a DVB driver from before December 2002, as soon as you load
the modules, the card will be active and churning out a /lot/ of heat...
consider using a driver from Dec onwards, then the card will only be 'live'
when you're actually using an application like dvbstream / VDR, etc.

Yes, 'videodev' is just the core support for /dev/video devices... your BT878
will only start working if you load the 'bttv' module (and it'll probably
drag in a load of helper modules like tuner, tvaudio, msp3400, etc. for the
other chips on the BT878 card...)
