Well, I guess that's because only the primary DVB can display the OSD ;-)

That's because in the first case channel 1 is displayed "live", while
channel 2 is displayed in "Transfer Mode" (in the second case it's the
other way round). In "live" mode the Language button is displayed whenever
a channel has two APIDs defined, while in "Transfer Mode" the actual
stream is scanned and so VDR "knows" whether there really is a second
audio track.
