If you using debian, try the following Server:

# dvdrip and a lot of other packages
deb http://idefix.idefix.loc:9999/marillat/ unstable main


And in your apt-proxy.conf:
add_backend /marillat/              \
   $APT_PROXY_CACHE/marillat/       \
   http://marillat.free.fr/         

This should make transcode as debianpackage avaiable.
Maybe you must change the lines to your config.
