[vdr] Compiling VDR - sec.h

I seem to be missing sec.h according to make, all the other includes are
there after some fiddling, but this file is not in the DVB tree
anywhere.

I have dvb-20030511 version of the driver, and that seems to be working
( I have a channels.conf file produced with tzap and it has correct info
in it)
