Setting it on other stuff then pictures makes no sense, or rather, it breaks
things.
As this vbv_delay is in the picture header.

And I believe you should set it on all pictures (as I do in PVAS), no need
to
confuse the decoder even more ;-)

Actueally it might be that it _should_ really be fixed in the _en_coder.
But I guess the decoder part (firmware/driver) is all that we can count
on...
