Regarding GraphLCD: There is a little tool (simlcd), that runs under 
Windows and shows exactely the same as an attached LCD would do. I made 
it for debugging and testing purposes, but You might try if it works 
with WinCE.
You only should have a samba share for /tmp and You have to compile the 
plugin with GRAPHLCD_DRIVER=SIMLCD.
