Yes. Haven't tested myself as I do not have a VIA board, yet.

It seems to be based on old lib-xine < 1, but I also couldn't find
binary code or additional licences at a short look over.
So it should be possible to port it to newer Xine - even if CLE266-code
should be in binary.

Did anyone do further investigations (reliable, OpenSource) ...?
