[vdr] ANNOUNCE: bitstreamout 0.46f (AC3 stream loop through sound card)

Hi,

       just released vdr-bitstreamout-0.46f.tar.bz2 at
http://bitstreamout.sourceforge.net/.

The changes are:

- Reset threshold of ringbuffer before data transfer, should
  fix the start delay of audio and therefore A/V sync
- Use bits and bitmasks instead of various booleans to get
  the remaining integer into the CPU's cache line.
- Speed up the TS scanner by unrolling some loops.
