I'm stumbled also on this problem, 
I would use a patched vdradmin with direct access to epg.data. 
With the effect of wrong starttimes on vdradmin ;-(
( Received data out of daylight savings time has a wrong offset )

But, the clear and new generate of epg.data could myself help.
>From my point of view UTC can prevent this twice yearly event.
