This may well be the fault of the transmitted data but is there anyway I
can stop VDR from changing the frequency of an existing channels.conf
entry?

You can control this with "Setup/DVB/Update channels".
Set it to "add new channels" or below. The default "add new transponders"
also changes transponders settings.
Yeah, but this is still a global setting, and detecting new transponders
is still useful...

There may well be still a problem with detecting transponder settings
in DVB-T, because the NIT sometimes contains data from transponders
not broadcast at that particular location.
I do have a problem with two channels on Hispasat 30.0W.

SKY News:11851:hC34:S30.0W:27500:4208:4209=eng:0:1800,1801,18FF:23:54:38:0
TVE INTERNACIONAL:11851:hC34:S30.0W:27500:2201:2211=esl:0:0:21:54:38:0

The above two channels' transponder is often changed to 12091 with no
reason, leading to no channel received. This have been the cause of some
lost recordings in the past.
However, given it only happens with that transponder, it may well be
again the transmitted information about transponders being erroneous.
Yet, in case that's the problem, who can one claim to?
