[vdr] [OT] (s)video to RGB demodulator

Does anyone know if there exists such a device?
I.e. one to connect a PC monitor (VGA input) directly to a
video device (video or s-video output), possibly at a price of less
than an analog video card plus a simple VGA card (which would be the
obvious solution to the given problem if you have a suitable PC with
two slots free...)
