Try sudo with NOPASSWD option

/etc/sudoers

vdr localhost = NOPASSWD : /sbin/shutdown

in shutdown.sh

use:

sudo /sbin/shutdown -h now


or

- create a new group for shutdown users (sdusers)
- add vdr user to shutdown users
- change owner of script: chown root.sdusers shutdown.sh
- set sticky bit to shutdown script: chmod 4750 shutdown.sh
