Without xcompmgr running there is no tearing at all.
This is a known limitation of (at least) the NVidia drivers. Quoting the NVidia README:

Thanks for the info. How can I check the X.Org version I have? I've looked on xorg modules in yumex and see some of them are 7.3.5, 7.3.9, 7.4
Ok, found it, but it doesn't look like the right numbers.
