If you plan to add more DVB-T tuners, then better way would be patching drivers or VDR to ignore DVB-T capability for the DVB-C tuner.
This can be solved with a plugin that makes use of the device-hooks provided by vdr. UFO @ vdr-portal.de wrote a proof-of-concept plugin[1], but you have to "configure" this plugin on compile time, see [2].
Maybe someone should extend this plugin with some OSD menus etc.
