So does anyone know if the same applies for analogtv plugin also?

Forget the analogtv-plugin. Development stopped years ago. It does not support the current v4l2 mpeg API, so even a PVR150/250/350 would not work.
My advise: Sell your HVR 1300 to a Windows user and buy a PVR150 + a Linux-supported DVB-T USB-stick.
