That's /lib/modules/$(uname -r)/build/include/linux/dvb/ on FC3.
audio.h ca.h dmx.h frontend.h net.h osd.h version.h video.h
This in vdr's Make.config works for me:
DVBDIR = /lib/modules/$(shell uname -r)/build
