EBU/teletext subtitling is still actively used in plenty of DVB channels. Sure, one could convert these into textual DVB subtitles, but only a few video editors/players supports them.

Plus, not all VDR users are in Europe. Here in Australia subtitles are all teletext - there are no DVB subs.
